CITES is made up of many representatives from many organizations and 165 Countries. They have annual meetings to consider the protection of many species.
Data is presented to them for consideration and they then produce a report and this is finally voted on by the whole group. The signatories to CITIES then implement this in each of their countries.
As of May 2004 all seahorses of the genus hippocampus were placed on CITES appendix 2.
