Okay, that sounds just fine! The AquaticLife compact fluorescents you are considering should do the job very nicely. The moon lights are a very nice added touch as well. Seahorses in particular often appreciate the moon lighting and respond positively to it. Mating in some seahorses with pelagic fry is synchronized to coincide with the highest tides (hence moon phases), so the moon lights may even help stimulate breeding as they are said to do with some types of corals.
(I agree with you regarding the new Solaris LED lighting system — it really sounds terrific but they definitely cost more than my budget for aquarium lighting will allow!)
Your pest-free Tonga live rock should be ideal for seahorses, but you’ll also want to include some bright yellow and orange decorations in order to keep your Sunbursts looking their best and brightest. I would be happy to recommend some lifelike artificial corals that I know from personal experience work very well for this purpose, if you would like some guidance when choosing the rest of your decor.
