If you removed everything from the current setup and moved it to a larger tank you will still get a cycle. Moving the filter’s, rock and anything else that is currently in the tank you will have some die off of bacteria, thus causing the cycling process. Altho, if it were a short move, the cyle might not take as long.
I would put the Horses in a 5 gal. bucket with an air stone and a few hitches, move everything to the new tank. Scrub the 15. Fill it back up with fresh water and keep the horses there till the larger tank cycled. Keeping them in the 15 would require you do daily water changes to keep the water fresh, but they wouldn’t be subjected to living in a tank that is going through a starter cycle.
