I’m no expert but from my experience it could be a blood sucking parasite. I would quarantine the fish but I’m not sure if seahorses are tolerant to freshwater dips, check and see if they are before you give it a freshwater bath. Sorry that’s all I know maybe someone else can give you a better answer. I hope your seahorse does better! 🙂
