Those look like dwarf or sea ponies. I got 13 of them for christmas and 5 pipefish, all of them started breeding right away. I set up a special tank and such for them because of their size and requirements. I would be happy to send you what I know about them, I suggest you get a book called "the complete guide to dwarf seahorses" it got me going.
